The HOPE Scholarship stands for Helping Outstanding Pupils Educationally. They could have used a stickier title, but they also could have used some more specificity in qualification requirements.
I created a full-length documentary episode on this Georgia lottery-funded in-state tuition assistance program. Nothing is ever straightforward and it turns out merit-based scholarships can cause some interesting side effects. Enter: The HOPE-mobile.
